For decades, Nigeria’s health‑insurance story has been defined by hope more than reach, but that is finally changing. With recent reforms and a growing number of Health Maintenance Organisations (HMOs), access to structured healthcare is increasingly becoming less of a privilege and more of a right.
Currently, there are 83 NHIA‑accredited HMOs in Nigeria, although this number fluctuates based on the NHIA’s periodic review process. Enrollment under the National Health Insurance Authority (NHIA) surged from 16.7 million to 19.2 million in just one year, a 40% increase that reflects growing trust in formal health‑insurance systems.
Yet, despite this growth, only a small fraction of Nigerians are enrolled in formal health plans. According to the National Health Insurance Authority (NHIA), enrollment is still less than 10% of the population.
The HMO industry is responding to innovation. A growing number of health insurers are building mobile-first platforms that deliver plan management, claims, hospital directories, and telemedicine. These tech‑enabled models are not just modernizing the patient experience, they’re helping HMOs extend their reach and scale their operations efficiently.

Our methodology for assessing the top 10 HMOs for buying health insurance prioritizes firms with user-friendly mobile apps, broad health‑service coverage and consumer traction, measured in app downloads.
Based on those criteria, here are the top 10 HMOs for buying health insurance in Nigeria as of November 2025.
Clearline- 1K plus downloads

Clearline HMO combines nearly 30 years of healthcare experience with a nationwide network of over 1,400 partner hospitals. It’s a digitally enabled insurer that prioritizes affordability and access. Through its mobile app, users can manage plan details, view hospital directories, submit claims and handle health-insurance tasks seamlessly from their phones.
The company offers health plans across retail, SME, corporate, and tertiary institution categories. On the retail side, Clearline’s plans start with KiaKia, which provides telemedicine-only access for N3,000, and go up to Clear Elite, whose annual premium for individuals is N341,087.
In the KiaKia plan, users can consult doctors 24/7 virtually without going to a hospital. For the higher-tier plans, benefits expand to include general and specialist outpatient consultations, laboratory investigations, diagnostics, admission and feeding, surgical treatment (minor and major), maternal care, neonatal services, ENT treatment, psychiatric care, and even advanced investigations like CT and MRI scans.

Phillips HMO is a prepaid health-management organisation accredited by NHIS, offering accessible healthcare through a blend of digital and in-person services. Their mobile app is the central point for users to generate e-ID cards, check eligibility, access hospital networks, and manage claims, giving members seamless access to care wherever they are.
Phillips HMO designs its plans to serve individuals, families, small and large enterprises, and associations. On the retail side, they offer several plan tiers, including the Access, Klassic, Ultra, Deluxe, and Royal plans, each providing different levels of coverage.
One of their most basic plans is the Access Plan, which is built for core outpatient services and inpatient stabilisation. The plan covers general and specialist consultations (including obstetrics, paediatrics, and general surgery), routine lab investigations, and essential medications.
Emergency services are included, with a limit of N30,000 per year. Admission coverage allows up to 10 days in a general ward, including feeding, nursing care, and prescribed drugs. Member is outside their usual location, they can still access care by using the hospital list in the app.

Redcare HMO runs a modern health-insurance service managed through its mobile app, where users can generate e-ID cards, check their eligibility, browse its list of over 600 partner hospitals nationwide, and access health tips and records.
They offer plans for individuals and families as well as corporate clients. Among their individual health plans, the most affordable is Red Edge, while the highest-tier plan is Diamond.
Across these plans, Redcare covers outpatient and inpatient consultations, radiology and lab diagnostics, minor surgeries, physiotherapy, prescribed medicines, immunizations, and chronic ailments.
They also support eye care, neonatal services, preventive care, and HIV-AIDS diagnosis and treatment via specialist centres. On the corporate side, Redcare’s plans include Silver, Ruby, Gold, Platinum, and Diamond.
These plans typically cover consultations, lab tests, prescribed medicines, hospital admission, emergencies, X-rays, chronic disease management, dental care, and even dialysis, depending on the tier.
The company is fully accredited under NHIS, having been incorporated in 2009 with a code number 65.

NEM Health is a tech-enabled HMO in Nigeria, offering coverage through a well-designed mobile app that acts as your digital health hub. The app lets users access e-ID cards, check eligibility, view benefit limits, locate providers, submit reimbursement requests, and more all from their phones.
The HMO has plans for various needs with individuals and families, SMEs, large corporates, a “HomeReach” plan (for diaspora to cover loved ones back home), and a GoldenCare plan designed for seniors.
